ACLJ Senior Counsel Biographies
Stuart J. Roth is Senior Counsel at the American Center for Law and Justice specializing in constitutional law. Roth came to the ACLJ in 1992 after extensive legal experience in private practice where he served as counsel for Travelers Insurance and general counsel for Sonlight Broadcasting Systems, Inc., and the Center for Faith and Freedom, Inc.
A 1980 graduate of the Walter F. George School of Law at Mercer University, Roth appears before federal district and appellate courts throughout the nation in defense of civil and religious liberties.
Roth is a member of the bar in Georgia, Alabama, and the District of Columbia. He is also admitted to the U.S. Supreme Court and federal appellate courts throughout the country.
Colby M. May is Senior Counsel and Director of the Washington Office of the ACLJ. Colby joined the ACLJ in 1994 after practicing law in Washington, D.C. specializing in federal litigation, regulatory proceedings, communications and technology, and non-profit tax issues, and First Amendment law.
May, a graduate of the George Mason University School of Law, works with the decision makers on Capitol Hill and frequently provides legal expertise on issues involving a wide range of pro-family issues.
May has argued, participated in, or acted as amici curiae counsel in several landmark cases including Branch Ministries, Inc. v. Richardson, Santa Fe Independent School District v. Doe, Boy Scouts of America v. Dale, National Interfaith Cable v. FCC, and National Endowment for the Arts v. Finley.
James M. Henderson, Sr. is Senior Counsel of the ACLJ in the Washington, D.C. office. A specialist in federal civil rights and constitutional law, Henderson holds a law degree from the Law School at St. Louis University where he served as Managing Editor of the St. Louis University Public Law Review.
With extensive experience working in the public interest legal arena, Henderson has served as co-counsel in seven cases before the Supreme Court on important constitutional issues and has served as lead or co-counsel in many federal cases, including Bynum v. United States Capitol Police Board, Jews for Jesus, Inc. v. Massachusetts Bay Transportation Authority, and Mahoney v. the District of Columbia.
Walter M. Weber is Senior Litigation Counsel for the ACLJ in the Washington, D.C. office. A highly regarded legal writer, Weber received his bachelor's degree from Princeton University and his law degree from Yale Law School.
Weber specializes in First Amendment law and has written briefs in many landmark cases at the Supreme Court including NOW v. Scheidler, Lamb's Chapel v. Center Moriches School District and Bray v. Alexandria Women's Health Clinic.
Weber has argued more than a dozen times in appeals before federal and state courts. Prior to joining the ACLJ, Weber served as a staff attorney with the Catholic League for Religious and Civil Rights.
Francis J. Manion is Senior Counsel with the ACLJ who specializes in First Amendment law and pro-life legal matters before state and federal courts.
A graduate of Seton Hall School of Law, Manion honed his litigation skills with more than 15 years of experience as a trial attorney in private law firms. He joined the ACLJ in 1996 and specializes in protecting constitutional rights in the public school, the work environment, and the public arena.
Manion, who is based in New Hope, Ky., also specializes in defending the public displays of the Ten Commandments and safeguarding the rights of medical personnel who are often required by employers to violate their consciences and religious beliefs by participating in pregnancy-ending procedures.
Vincent P. McCarthy is Senior Counsel of the ACLJ and specializes in cases involving family law in both federal and state courts. After spending 13 years in private practice, McCarthy joined the ACLJ in 1997 where he specializes in constitutional law.
A graduate of Fordham University School of Law, McCarthy also served as Associate Dean instructing law students at the University of Bridgeport School of Law in Bridgeport, Conn. As professor, his instruction included constitutional law and civil procedure remedies.
McCarthy, based in New Milford, Conn., also works to protect the family, the institution of marriage, and the sanctity of human life.
